Institute tasks and functions

 

The main purpose of the Institute is to provide initial training, professional education and retraining, as well as advanced training of employees of internal affairs bodies.

The main tasks of the Institute are:

  • ensuring the systematic implementation of a continuous educational and career development process within the system of internal affairs bodies;
  • professional training of highly qualified personnel for internal affairs bodies possessing in-depth professional preparation, as well as the necessary knowledge and skills;
  • ensuring the effective completion by employees of internal affairs bodies of initial training and retraining within the system of continuous education;
  • conducting advanced training courses aimed at developing the intellectual and professional potential of employees of internal affairs bodies, including the organization of distance-learning and mobile off-site courses in order to improve qualifications directly at duty stations without release from service;
  • familiarizing employees with the essence and content of newly adopted laws and the latest amendments and additions to the current legislation, processes of modernization of state and public life, further democratization of the judicial and legal sphere, modern requirements of law enforcement practice in the activities of law enforcement agencies, including internal affairs bodies, as well as with the experience of foreign states in this field, and forming employees’ professional skills and competencies;
  • engaging, including on a contractual basis, experienced scholars, specialists, and experts from leading educational and research institutions of the republic, state bodies and public organizations, sectoral services of the Ministry of Internal Affairs, as well as international organizations and leading foreign educational and research institutions, for the organization and implementation of educational, methodological, and research activities, as well as organizing advanced training in other educational institutions and organizations;
  • developing international cooperation through the exchange of experience in retraining and advanced training of personnel with leading specialized educational institutions in the country and abroad, the introduction of joint educational programs, as well as organizing advanced training and internships for teaching staff in such institutions.

In accordance with the tasks assigned to it, the Institute performs the following functions:

  • broad implementation of modern forms and methods of education, advanced pedagogical and information and communication technologies, including situational training, distance learning systems, and ensuring access for trainees and instructors to global information, legal, and educational resources;
  • conducting analytical work on existing problems in the activities of internal affairs bodies, including in the fields of public order protection, crime prevention, and combating crime, as well as carrying out systematic analysis of existing issues and conducting scientific research on forecasting the criminogenic situation;
  • developing and implementing scientifically grounded proposals aimed at increasing the effectiveness of internal affairs bodies, as well as improving legislation and law enforcement practice;
  • coordinating and managing educational and methodological processes in branches (classrooms) of academic lyceums of the Ministry of Internal Affairs of the Republic of Uzbekistan;
  • conducting social, spiritual-enlightenment, and legal awareness-raising activities among the personnel of internal affairs bodies and the general public;
  • ensuring interaction with leading specialized educational institutions of the republic, international organizations, and educational institutions of foreign states on issues of retraining and advanced training of employees of internal affairs bodies;
  • organizing short-term training courses at the Institute to enhance legal knowledge of specialists from other fields, including on a contractual basis;
  • equipping and continuously improving the material and technical base of the Institute in accordance with modern requirements.

The Institute may also carry out other tasks and functions in accordance with the legislation.

The main areas of activity of the Institute include:

  • special professional training of sergeant personnel in all areas of sectoral services of internal affairs bodies in the field of organization of public security activities;
  • training of employees newly appointed to rank-and-file and officer positions of internal affairs bodies based on initial professional training programs;
  • organization of retraining and advanced training of all categories of employees of internal affairs bodies using innovative information and pedagogical technologies, including at the facilities of specialized higher educational institutions of the republic;
  • ensuring that employees complete retraining and advanced training courses required for assignment of special ranks and appointment to positions;
  • studying the demand for retraining and advanced training of employees of internal affairs bodies, as well as exercising continuous control and monitoring of the quality of their advanced training.
