Initial training

Initial professional training is the provision of educational training aimed at forming the knowledge and skills necessary for employees who are newly recruited to the internal affairs bodies to perform their official duties, as well as ensuring their specialized training.

Initial professional training is conducted by the Institute for Advanced Training of the Ministry of Internal Affairs of the Republic of Uzbekistan (hereinafter referred to as the Institute for Advanced Training) in the following manner:

for employees newly appointed to rank-and-file positions of the internal affairs bodies — through full-time and off-site courses with a duration of up to three months;

for employees newly appointed to officer positions of the internal affairs bodies (with a civilian higher education) — through full-time and off-site courses with a duration of up to three months.

In full-time courses, employees undergo initial professional training at the facilities of the Institute for Advanced Training (training ground); in off-site courses — at the branches of the Institute with release from official duties.

Only female employees and employees holding certain positions determined by the Ministry of Internal Affairs are allowed to attend off-site initial professional training courses.

It is prohibited to transfer employees who have not completed initial professional training to other positions, as well as to allow them to operate or be deployed in conditions involving the use of special equipment and firearms in official activities.

Employees of the internal affairs bodies must be sent for initial professional training no later than one month from the date of recruitment.

For employees who, for valid reasons (illness, death of close relatives, and other similar extraordinary circumstances), were unable to arrive at the initial professional training courses on time or were unable to complete the training in full, the training period shall be postponed. They are allowed to undergo training in subsequent courses after full restoration of their official duties.

In such cases, the employee must submit a document confirming the valid reason and a certificate from the head of the internal affairs body that sent them to the courses.

Employees who receive a certificate confirming successful completion of the initial professional training course acquire the right to use physical force, special equipment, and firearms, as well as to independently carry out official duties. Thereafter, they are sent in the prescribed manner to internal affairs bodies for further service.

In accordance with the Regulation on the Procedure for Service in Internal Affairs Bodies, approved by the Resolution of the President of the Republic of Uzbekistan dated November 29, 2017 No. PP-3413, the issue of continued service in the internal affairs bodies of trainees dismissed during the initial professional training course (except those dismissed for valid reasons), as well as those who did not receive the relevant certificate, shall be considered by extraordinary attestation commissions in the structural divisions and territorial bodies of the Ministry.
