Retraining

Employees of the internal affairs bodies are required to undergo retraining when appointed to a position associated with another type of professional activity, when preparation in new areas is required, as well as before appointing rank-and-file and sergeant personnel to officer positions.

Completion of a retraining course in a specialty is not mandatory if the employee previously worked in a position of the same specialty and continues service in another specialty for less than three years.

Employees serving in rank-and-file positions of the internal affairs bodies (with civilian higher education) are sent to full-time retraining courses lasting up to one month at the Institute for Advanced Training (training ground) for appointment to officer positions.

Employees serving in sergeant positions of the internal affairs bodies (with civilian higher education) are sent to full-time retraining courses lasting up to one month conducted at the Institute for Advanced Training (training ground) and at the Special Training Center.

Employees serving in officer positions of the internal affairs bodies are trained in full-time retraining courses lasting up to three weeks, with release from service, at the Institute for Advanced Training and its branches in the form of off-site courses, for appointment to positions in other specialties provided for training at the Academy of the Ministry of Internal Affairs of the Republic of Uzbekistan (hereinafter referred to as the MIA Academy).

If specialized retraining is required for appointment to certain officer positions, retraining may be organized at профиль higher educational institutions of the republic.

Upon completion of the retraining course, the trainee must pass final certification, which may include the defense of a graduation paper or passing a final examination.

A trainee who fails the final certification is allowed to retake it within one month after independently re-mastering the training program at the place of service.

Trainees who did not complete the retraining course for valid reasons are allowed to participate in subsequent courses.

A certificate confirming successful completion of retraining courses serves as the basis for appointing employees to officer positions for which they were retrained, as well as for assigning the first special rank of “Lieutenant” to persons who do not have an officer rank.

A retraining certificate grants the right to perform activities only in a specific position, and appointment to positions requiring another specialty is prohibited.

Pedagogical retraining of scientific and pedagogical staff of educational institutions of the Ministry of Internal Affairs may also be carried out in other forms in accordance with the procedure established by legislation.

Active employees with higher non-legal education may be admitted to retraining programs at the Specialized Branch of Tashkent State University of Law upon recommendation of the Minister of Internal Affairs, with retention of their position and monetary allowance in the prescribed manner.
