Advanced training
Advanced training is the continuous improvement of professional knowledge, skills, and abilities of employees related to the official activities of the internal affairs bodies, as well as educational training as one of the main requirements for assigning special ranks and appointing employees to managerial positions.
The stages of advanced training within the system of continuous educational and career development include:
training for appointment to specific managerial positions;
training for assignment of the next special ranks;
continuous training to enhance professional knowledge, qualifications, and skills.
Employees serving in officer positions in the internal affairs bodies are required to complete advanced training courses before appointment to positions of heads of departments at all levels and deputy heads of district (city, sectoral) internal affairs bodies.
A certificate issued as a result of advanced training grants the right to work only in a specific position. Employees who do not obtain a certificate may be sent for repeated training no earlier than one year later.
Heads of internal affairs bodies are obliged to ensure that employees are sent to special advanced training courses at least one month before the deadline for assignment of the next special rank.
Employees who successfully complete special advanced training courses and receive the relevant certificate are considered to have passed educational attestation and are directly recommended for assignment of the next special rank.
Persons with disciplinary penalties, those recommended by medical examination to improve anthropometric indicators (having obesity), and those who received unsatisfactory assessments in service and combat training tests shall not be sent to special advanced training courses until the deficiencies are eliminated.
Certificates issued upon completion of special advanced training courses are valid for two years for obtaining the established special rank.
Independent advanced training under the credit-modular system provides for the independent mastering by all categories of employees of standard educational modules posted by the Institute for Advanced Training on the distance learning portal, without release from official duties.
At the same time, the quality of mastering the module, compliance with the established timeframe, and individual knowledge assessment via videoconferencing are carried out by the module supervisor appointed by the Institute for Advanced Training.
Advanced training course programs are approved by the Minister of Internal Affairs of the Republic of Uzbekistan. Courses are also conducted on the basis of joint programs and other programs approved in the prescribed manner.
In the event of interruptions in service lasting two years or more (parental leave, reinstatement to service, etc.), the employee is required to undergo advanced training and retraining courses.
Employees must undergo advanced training courses every five years, regardless of the form of study.
Experienced practicing employees of the Ministry of Internal Affairs, as well as the academic staff of the MIA Academy, may be involved in conducting advanced training courses.
Improvement of professional and pedagogical qualifications of scientific and pedagogical staff of educational institutions of the Ministry of Internal Affairs may also be organized in other forms in accordance with the procedure established by legislative acts.
